Billy Ocean, cuyo nombre real es Leslie Sebastian Charles, nació el 21 de enero de 1950 en Fyzabad, Trinidad y Tobago. La música y la cultura de su hogar isleño ejercieron una influencia considerable en su carrera posterior. A la edad de ocho años, la familia de Billy emigró al Reino Unido, estableciéndose en el este de Londres. En este nuevo entorno, Billy comenzó a desarrollar su talento musical, inspirado por artistas de soul, R&B y calypso.
Durante sus años de adolescencia, Leslie trabajó en diferentes empleos para ganarse la vida, mientras continuaba puliendo sus habilidades como cantante y compositor. En 1972, lanzó su primer sencillo bajo el nombre de Les Charles, pero no logró captar mucha atención. No obstante, en 1975, decidió adoptar el nombre artístico de Billy Ocean, en honor al Océano Atlántico, cercano a su Trinidad natal. Esta decisión marcó el verdadero comienzo de su carrera musical profesional.
El primer gran éxito de Billy Ocean llegó en 1976 con la canción "Love Really Hurts Without You".
