Tupac Amaru Shakur nació el 16 de junio de 1971 en Harlem, Nueva York. Su madre, Afeni Shakur, y su padrastro, Mutulu Shakur, eran miembros activos del movimiento Black Panther, lo que influyó considerablemente en la formación del joven Tupac.
